I think they should match the screen sizes that people use the most.
But you should also have thick border areas on the edges because different monitors pinch the edges a bit, and the Windows toolbars at the bottom of the screen also cover up parts.
So keep the areas near the outside free of important stuff.
Some common screen sizes are:
800 by 600 pixels
1024 by 768 pixels
1152 by 864 pixels
I'd make them in the largest size first, then export the GIFs or JPEGs at smaller sizes also, and offer them in different sizes.
