PROBLEM FIXED!
Ok, I was wondering how this person started with
this pic: 
then added this texture and put it ontop of the other image somehow: 
and then got this: 
Does anyone know how that was done?

you paste it on there, and then u change the settings, i would say they put it to soft light.
Do you know where your layer thing is? It's usually to the right

hmm i don't know if it's the same as mine, but im going to go see online if i can find something to show u were it is... is there a way you can open your's up and click shift -prt scr then open paint, paste it and host it.
