In a culture where sex sells, and under age sex is common because they are sexually driven and influenced by what they see on TV, online, and magazines. This serves only to re-enforce the wrong.

To answer your question with a question: Why would anyone think it's OK for fans of any age to do what a twenty-something star does? She drives a car, she has an occasional drink, she goes on dates, she travels to war zones in Iraq. Is it OK for anyone of any age to
want to do that? Sure.
A parent's guidance should be, "You can do that when you are old enough." I'm sure there are many people who wish their kids would follow the example Kellie set with her life -- including, when age appropriate, that picture.
The photo works in the context of the story that goes with it. And, to put this in perspective, popular pinup photos of major stars during WWII had more provocative poses.
Unless you are in Amish country, ANY trip to the beach would find MUCH more revealing swimwear. The choice of bathing suit is relatively conservative. There is no more skin shown than in those recent photos of her swimming with dolphins in the Bahamas.
